Another problem with multifamily housing in the Northwest is that we really don't seem to know how to build it very well. I am aware of two main types: the apartment tower--which works, but is better for very high densities--and the motel, which seems to manage to combine the disadvantages of apartment life with those of a smaller house, and usually has very poor noise-proofing to boot.
