Lest anyone diminish the importance of urban planning
Mexican mob burns officers alive.
Police said traffic jams prevented them sending reinforcements to rescue the officers.
Of course no one should diminish, least of all the police, the importance of having a police force untainted by corruption and trusted by the populace.

Of course, in many large California (and Seattle??) metropolitan areas, with planning and zoning and public works bureaucracies and capital improvement budgets out the wazoo, I could see this happen (Not really-just being silly)

I am often "silly." :)
(Although, my main point was that traffic congestion can sometimes be so bad in West Coast metropoli that I could actually almost see the police being unable to respond to a riot. Still being silly, but with a serious edge :) )
