I don't think so, Gomez.
The Green Line was fine.
The financing plan for it was bad.
The Mayor & Council had many other choices besides killing the program entirely to evidence their unhappiness e.g. insist on a new finance plan and/or call for a new Board.

I'm not sure it would've cost what they originally said it would, even if they were able to finance it in full off the bat with minimal interest. The original price was $2 billion, but you're talking about building a monorail basically from scratch, alongside major traffic corridors, and over two water channels. Engineering issues arise and the cost inevitably overruns, financing be damned. $2 billion likely would have approached $5-7 billion well before completion.
