Council May Try to Block Referendum by Declaring Tunnel an "Emergency"
Seattle City Council members are considering a way to block citizens from filing a referendum to put a controversial tunnel measure up to a public vote...Seems like a funny way to run for re-election. And several Councilmembers are doing just that this fall.
